This talk focuses on cyclic locality effects in the phonology. I discuss data that demonstrates that the Phase Impenetrability Condition cannot be a restriction on computations in the phonology. I offer arguments that all cyclic locality effects are due to independently necessary operations affecting phonological structure. This, in turn, allows for a further simplification of the phonological computational system; there are no ‘strata’ (in the sense of SOT/LPM etc.). I then briefly discuss how the logic of these no-PIC arguments also apply in the syntax, and how they affect our understanding of the syntax-PF interface.
